Abstract
This study analyzes the strategic role of the Banten Sultanate in developing Islamic educational institutions during its 17th-century golden age. Employing the historical method based on a literature review, this study examines Banten's historical process, educational policies, institutional forms, and the ulama-umara relationship. Findings indicate that Banten's rise as an Islamic center was driven by geo-economic and political factors. The Sultanate proactively implemented patronage policies, creating a dual-institutional education system (mosques and pesantren) with an integrated curriculum and international networks. This ecosystem operated on a symbiotic relationship between the ulama (scholars), who provided legitimacy, and the umara (rulers), who provided support. It is concluded that the Sultanate's active role, through structured policies and ulama-umara synergy, was the fundamental factor that established Banten as a leading center of Islamic education in the archipelago during its era.
